The Administrative Adjudication of Road Traffic Offences (Aarto) Act has introduced a new “infringement penalty levy” of R100 which is payable on every infringement committed.....The Automobile Association (AA) described the new R100 Infringement Penalty Levy as a “stealth tax”.
“In other words, if a motorist receives a R200 or R2,000 fine, an additional R100 must be added for the Infringement Penalty Levy, which amounts to a tax for actually receiving the fine,” it said.
The AA highlighted that on 20 million infringement notices which are issued annually, this would amount to a R2-billion windfall for the Road Traffic Infringement Agency (RTIA).

Has anybody actually thought how much the R72 admin fee added onto our license renewal amount to annually
As of end January 2020 there were 12 729 325 vehicles registered on E Natis
So the admin fee amounts to R916 511 400.
It started at the time as a "once off" levi to pay for the development of E Natis and now evolved as and admin fee

This is the view of Automobile Association (AA) of South Africa spokesperson Layton Beard, who discussed this levy with eNCA.
Beard and the AA are not impressed, saying it is merely a money-making scheme which is set to generate billions for the state.
“The new infringement penalty levy is intended to generate money for a function which should be provided in the normal cause of events,” said Beard.
“We as the AA are concerned about that. When you consider the number of fines which are likely to be issued, you are talking about revenue collection in the billions,” he said.
Another bone of contention is whether the R100 infringement penalty levy will be returned if the fine is successfully contested.
